Implementation of the Programme. Under the final responsibility of the Secretary General of the International Federation, the Africa Department of the Federation's Secretariat, will be responsible for the implementation of the programme.   • Modification of the Programme 1. Unless otherwise explicitly stipulated in this programme agreement, any modification of the Programme is subject to prior approval by the FMC.
