Entrepreneurial Development. Permits the SBA to provide financial grants to small business resource partners, like Small Business Development Centers and Women’s Business Centers, for education, training, and advising small businesses on accessing and applying for federal resources and business resiliency strategies to address the effects of COVID-19. • Authorizes the SBA to award grants to associations or associations representing resource partners to develop online platforms for small businesses to access information and resources provided by the federal government for small businesses regarding COVID-19, and to provide training and education for small businesses. Sec. 1104. State Trade Expansion Program • Allows for federal grant funds supporting the State Trade Expansion Program in prior fiscal years to remain available through fiscal year 2021. Provides for reimbursement for financial losses relating to a foreign trade mission or a trade show exhibition that was cancelled solely due to the public health emergency declared due to COVID-19, as long as the reimbursement does not exceed the federal grant amount.

Entrepreneurial Development.  ANACAFE San Marcos:  Organizational Aspects Out of the total 43 organizations working on the Project through ANACAFE, three are Type A, 16 are Type B and 24 are Type C.  Legal Status In support of the decision made by its members, RVCP provided ECA Nueva Escocia with technical assistance to become an integrated agricultural co-operative.  SIDEM Implementation The 41 organizations working with RVCP have all implemented one or more SIDEM phases (it is particularly noteworthy that the new GATs completed the phase on Governance).  Management Practices In working toward entrepreneurial development, RVCP provided the organizations with 118 training activities on best management practices for 2,104 participants. The Project also provided three certification courses on effective organizational management for 449 participants (primarily members of boards, oversight committees and trade promotion committees).  Updated Accounting Records Out of the 43 organizations RVCP works with on the Project, 17 have legal status with accounting records that are current to September 30, 2015 and compliant with international financial standards.  Increased Membership A total of 11 producer organizations increased their rolls by 256 new members.  Capital Contributions
Entrepreneurial Development. ▪ ANACAFE: − Organizational Aspects In working in San Marcos to implement SIDEM with 52 organizations, ten of these are currently Type A, 15 are Type B and 27 are Type C. Of the 50 RVCP organizations in Huehuetenango, six are Type A, 16 are Type B and 28 are Type C. RVCP/ANACAFE technicians specializing in entrepreneurial development scheduled 1,079 technical assistance visits in San Marcos and organized 189 training activities for a total of 1,601 producers. The technicians scheduled 512 visits in Huehuetenango. − Legal Status RVCP provided technical assistance and support to five coffee groups in San Marcos to establish themselves as co-ops: ▪ Cooperativa Integral Agricola El Cafetalito (formerly a GAT) El Cafetalito; ▪ Cooperativa Integral de Comercializacion La Xxxxxxxxx Xxxxxxx (formerly ECA Emanuel); ▪ Cooperativa Integral de Comercializacion Brisas del Ixtal (formerly GAT El Paraiso); ▪ Cooperativa Integral Agricola Mujeres con Esencia de Cafe (formerly GAT Mujeres con Esencia de Cafe), and ▪ Cooperativa Integral Agricola Caficultores Unidos por el Pueblo Sipacapense (formerly GAT Sipacapa).   • Policy Development 2.2.1 LIDDA shall develop and implement policies to address the needs of the LSA in accordance with state and federal laws. The policies shall include consideration of public input, best value, and individual care issues.
