Covering Letter. The Tenderer must provide a signed covering letter. This letter must be signed by a duly authorised representative of the Tenderer (see also paragraph 3.6). If the Tenderer is a Consortium/Joint Venture, the covering letter must include any change in the composition of the Consortium or change of control in the Joint Venture that has taken place after the submission of its Expression of Interest. If the Tenderer uses a Subcontractor, the covering letter must include any change in the identity of the Subcontractor or in the Subcontracting arrangement that has taken place after the submission of its Expression of Interest. If the Tenderer uses a Subcontractor and it is already clear which part of the ECM Services to be awarded by NLFI the Tenderer intends to have performed by the Subcontractor, it can indicate this in the covering letter.
